State Spending on Environment Up: Despite constricting state budgets, spending on environmental programs is increasing, primarily funded by permit fees, enforcement penalties and similar special sources, according to a study released by the Bureau of National Affairs Inc., a private company that researches public policy issues. Gov. Pete Wilson’s latest budget proposal is 17% higher than fiscal 1992 spending, according to the study.
