With Bill Clinton heading toward a showdown with George Bush, local Democratic leader Howard Adler predicts that Orange County will be a key to the governor’s California hopes in November. . . . “No Democrat since F.D.R.’s second term has carried Orange County, and Clinton won’t beat Bush here either,” Adler says. “But he’ll give Bush such a strong run in Orange County it will put him over the top to take the state.
