A NEW F.D.R.? With Bill Clinton heading toward a showdown with George Bush, local Democratic leader Howard Adler predicts that Orange County will be a key to the governor’s California hopes in November. . . . “No Democrat since F.D.R.’s second term has carried Orange County, and Clinton won’t beat Bush here either,” Adler says. “But he’ll give Bush such a strong run in Orange County it will put him over the top to take the state. Bush has too much baggage here, with the savings and loan scandal and the economy.”
