Glendale : Fingerprinting Rule Ended

The city clerk’s office has dropped a 47-year-old requirement that solicitors for charities from outside the city be fingerprinted to obtain permits.

The requirement was dropped Saturday when a court ruling became final after the city lost a six-year legal battle with the environmental group Greenpeace. Assisted by the American Civil Liberties Union, Greenpeace argued that the fingerprinting practice was unconstitutional.

City officials said they decided last week not to appeal to the state Supreme Court because of the time and expense involved. But city rules still require that all solicitors obtain a permit that includes a photograph, City Clerk Aileen B. Boyle said.
