Rocket Strikes Enclave Before Vance Arrives

A rocket struck this capital of Nagorno-Karabakh on Friday despite a cease-fire. U.N. envoy Cyrus R. Vance, who arrived minutes later, said both Armenia and Azerbaijan were trying to find a peaceful solution to their conflict.

Vance arrived in Stepanakert in a convoy of three armored personnel carriers flying the blue U.N. flag. He held two hours of talks with the leadership of the enclave, then toured the shattered city.

Armenia and Azerbaijan have fought for four years over Nagorno-Karabakh, an enclave within Azerbaijan that is populated mostly by ethnic Armenians. More than 1,000 people have been killed since 1988 in fighting that has escalated since the demise of the Soviet Union.
