THE RANKINGS: Orange County has its share of rich incomes to tax, but the Bay Area puts it to shame when it comes to median incomes. . . . The state Franchise Tax Board says that Contra Costa County topped the list at $28,647 last year, followed by Marin and Santa Clara counties. Orange County came in ninth. . . . But it ranked second in tax deadbeats--17,000 failed to file state tax returns and were assessed $34 million--beating out more populous San Diego County. Only Los Angeles County had more assessments.
