Carson Refinery Cited for Violations
The state Department of Toxic Substances Control has cited Fletcher Oil and Refining Co. for 10 violations of hazardous-waste laws stemming from an inspection of the company’s Carson refinery last November, the agency announced this week.
Fletcher Oil faces a proposed penalty of $139,700 but can negotiate with the department for a lower fine, said Allan Hirsch, a Department of Toxic Substances Control spokesman.
State inspectors discovered that the refinery did not have a permit for the more than 90,000 gallons of hazardous waste, including oily sludges, sand-blasting waste and other substances that were being stored at the site.
Other alleged violations include failure to reduce the risk of a hazardous-waste release, failure to properly identify hazardous waste and various record-keeping problems.
Walter Neil, a Fletcher Oil spokesman, declined to discuss individual citations because the company is appealing the state’s findings. The refinery has been closed since last November because of economic difficulties.
