Police Seize Fourth Man in Mile Square Park Murder

A Santa Ana man wanted in connection with the 1990 shooting death of a man in a Fountain Valley park has been arrested here.

Phong (Paul) Chuhang Phan, 20, is the fourth man to be arrested in the death of Hoa Le, 31, of Los Angeles at Mile Square Park on Sept. 8, 1990, said Orange County Sheriff’s Department Lt. Richard J. Olson. Ngoc Lee Phung, a 26-year-old Anaheim man, was wounded in the attack, Olson said.

Police in Garden Grove, Houston and Toronto had already arrested three of five men suspected of taking part in the shooting. Olson said homicide investigators have ascertained a motive in the shooting, but declined to elaborate.

Orange County sheriff’s homicide detectives, who obtained a murder warrant for Phan, will transfer him to Santa Ana after San Bernardino County authorities have decided whether they will file charges, Olson said.

Phan was arrested Sunday on suspicion of burglary. At the time of his arrest Phan gave a phony name, but authorities were able to determine his identity after running his fingerprints through a statewide fingerprint system, Olson said.

Homicide investigators are still looking for the fifth suspect, Olson said.

The others arrested were identified as Minh Cong Do, 20, of Anaheim; Chau Van Phung, 36, also of Anaheim, and Hoa Day Thai, 27, address unknown.
