PEERLESS WORK: It wasn’t part of Huntington Beach’s game plan for building a new pier: A series of winter storms forced work halts, and the contractor, Riedel International Inc., recently wobbled into bankruptcy. But despite these setbacks, the new $12-million municipal pier, under construction since the fall of 1990, is on schedule. . . . “We’re still shooting for completion by the end of June,” says city public works director Louis Sandoval.
