SAN JUAN CAPISTRANO : City May Ban Display of Porno Material

A new law prohibiting the public display of pornographic material will be considered tonight by the City Council.

The law, patterned after a similar city ordinance adopted in Mission Viejo, will regulate all material deemed “harmful to children.” If it is adopted, all such material--including books, magazines and movie rentals--will have to be displayed in “blinder racks” that block the bottom two-thirds of their covers, said City Atty. Richard K. Denhalter.

The new law was initiated by two parents who pleaded with the council in January to make pornographic covers of magazines and movies less accessible. Robin Griffin and Rita Skora told the council that they represented a group called Concerned San Juan Capistrano Parents.

Denhalter said many businesses in the community already cover their adult material.

“It is my understanding that we have pretty good cooperation in the community already,” Denhalter said. “Maybe some of our liquor stores might have to install the blinder racks.”

Video stores in San Juan Capistrano were particularly singled out by Griffin and Skora, “but the new ordinance will be applied across the board,” Denhalter said.
