Countywide : Applicants Sought for Measure M Panel

Applications are being accepted for three upcoming vacancies on the Measure M Citizens Oversight Committee, a panel created by law to oversee compliance with a 20-year plan for spending revenue from the tax measure.

Measure M, which was approved by voters in November, 1990, established a half-cent sales tax for transportation projects and was accompanied by other provisions, including one that created the citizens’ committee.

Responsibilities of the nine-member panel include:

* Ensuring that all revenue collected from Measure M is spent on projects approved by voters as part of the 20-year plan.

* Approving any changes in the spending plan and recommending that any major alterations go back to voters for approval.

* Ensuring that all jurisdictions in Orange County have a Growth Management Plan and a seven-year capital-improvement program which conforms to the requirements of Measure M before receipt of Measure M funding for local projects.

* Holding annual public meetings to discuss the expenditures and status of funds generated by Measure M.

* Requesting independent audits of issues regarding the plan and performance of officials charged with implementing Measure M.

Committee members are chosen by the Grand Jurors Assn. of Orange County. Applications must be received by May 15. The upcoming vacancies are for three-year terms beginning July 1, representing the 3rd and 4th supervisorial districts.
