Frank D. Hickman has been promoted to executive vice president of Tishman Construction Corp. of California, Colorado, Nevada and Arizona. He will continue to serve as chief operating officer and executive vice president of Tishman Realty Corp. of California.

In his new position, Hickman, 42, will be responsible for all of Tishman’s construction and development projects in the western United States. The company also promoted Thomas W. McCaslin to senior vice president. He will be directly responsible for the daily management of all construction projects in the firm’s Los Angeles office.

McCaslin had been vice president of construction since joining the L.A. office of Tishman in 1989, when he transferred from Tishman Construction Corp.
