MOORPARK : Council OKs Plan to Double City’s Homes

The Moorpark City Council gave final approval this week to new planning guidelines that will more than double the number of homes in the city over the next 20 years and increase the population from 25,000 to 45,000.

The council voted in favor of resolutions finalizing amendments to the city’s General Plan that were tentatively approved at the April 29 meeting.

The council also approved a resolution to seek annexation of 4,500 acres northeast of Moorpark College. The property’s owner, Irvine-based developer Messenger Investment Co., had previously threatened to form a new city if Moorpark didn’t annex the land.

The council also gave tentative approval to allowing Messenger to build more than 3,200 homes on the now-vacant property. But first the annexation will have to be approved by the Local Agency Formation Commission.

In addition to Messenger, several developers received tentative approval for proposals to build almost 9,000 new homes inside the current city limits. The developers’ proposals were considered as part of the General Plan amendments.

Almost all of the new homes would be built in the hills just north and west of downtown. The council also gave final approval Wednesday to plans to build new roads and widen existing ones.
