NUISANCE ART: Those who get their kicks writing graffiti on public buses may not care what their work is costing, but county transportation officials do. The Orange County Transportation Authority will report at a meeting today that it has paid $200,000 this fiscal year to restore 4,000 passenger windows etched with graffiti. . . . Also, more than 10,000 bus stops and dozens of buses have been hit with graffiti, and damage to seats has cost thousands of dollars.
