EC Official to Boycott Earth Summit

BRUSSELS —
The European Community’s environmental chief said Wednesday that he will boycott next month’s United Nations Earth Summit, charging that it will fail to adequately deal with global warming.
“I have decided not to go to a conference where . . . everything, or virtually everything, has been arranged,” said EC Environment Commissioner Carlo Ripa de Meana.
He said the Rio de Janeiro conference will not set sufficiently strict goals to curb carbon dioxide emissions blamed for the “greenhouse effect.”
