OXNARD : Lead Role Sought in Trash Station Plan

The Oxnard City Council has voted to take a lead role in drafting plans for a regional trash recycling and transfer station, in preparation for next year’s scheduled closure of Ventura County’s dump at the Bailard Landfill.

The council voted 5 to 0 Tuesday to have Public Works Director James E. Frandsen and his staff lead other county municipalities in soliciting and awarding bids for construction of the station.

The station would recycle materials and handle transfer of trash from cities throughout the county to other landfills when the Bailard landfill closes in 1993.

Frandsen said the city must work quickly with the Ventura Regional Sanitation District to develop the facility before the dump closes or before an October, 1995, deadline passes for compliance with Assembly Bill 939.

That law mandates that all California cities reduce their waste production by 25%.

“We’re at the point in time when we can’t hesitate now,” Frandsen told the council. “We’ve got to work quickly and it’s necessary that we take the lead role.”

Oxnard officials are scheduled to meet today to discuss the proposed recycling and trash transfer facility with the sanitation district.
