ENCINO : Landlord Convicted of Safety Violations

An Encino landlord who was ordered in April to pay more than $45,000 for slum violations at a Hollywood apartment building was convicted Friday of violating seismic-safety rules at five apartment houses and a residential hotel that he owns.
Los Angeles Municipal Court Commissioner Barry D. Kohn ordered landlord Dan Tepper, 39, to pay almost $10,000 in fines after Tepper pleaded no contest to three violations of the Los Angeles city earthquake hazard reduction ordinance.
The law requires property owners to reinforce certain types of buildings to make them structurally safer during earthquakes, City Atty. James K. Hahn said in a statement.
Tepper was ordered to pay $45,000 in fines, costs and delinquent utility bills April 21 after pleading no contest to 10 violations of various fire, building, safety and health codes. He also was placed on three years probation in that case.
The apartment buildings involved in both cases are in Hollywood and Los Angeles.
