World IN BRIEF : CAMBODIA : U.N. Plan Hindered by Khmer Rouge

Khmer Rouge guerrillas are preventing Dutch marines from crossing the Thai border to begin disarming Cambodian fighters under a U.N. peace accord, the Dutch military said. About 350 troops are waiting in Jomtien, a Thai beach resort near the Cambodian border, and the deployment of 400 more has been put on hold while diplomats and Cambodian officials in Phnom Penh try to negotiate with the Khmer Rouge. The Dutch marines are part of the U.N. Transitional Authority in Cambodia set up after a peace agreement was signed in October in Paris to end 13 years of civil war. Direct access from Thailand to Cambodia for the troops is deemed essential because travel is so difficult in Cambodia.
