* LOAN: Approved a $960,000 loan to Hollywood Community Housing Corp. to help buy a 16-unit apartment complex at 1514-1544 N. St. Andrews Place in Hollywood. The nonprofit organization will convert the complex into a residence for homeless people with AIDS.

* CLEAN SWEEP: Councilman Zev Yaroslavsky has introduced a proposal to extend the contracts of 13 community groups that participate in the city’s Operation Clean Sweep program, which removes graffiti from public and private property. He is seeking a one-year extension of the contracts, which are to expire June 30. Yaroslavsky proposes spending $1 million for next year’s cleanup, the same as this year.

* FIREWORKS: Councilman Marvin Braude has introduced a proposal to close Mulholland Drive between Encino Hills Road and Canoga Avenue from 6 p.m. to midnight July 4 to reduce the likelihood of fires in the Santa Monica Mountains from illegally discharged fireworks.

* CRUISING: Approved a proposal by Councilwoman Ruth Galanter requesting additional traffic enforcement on Crenshaw Boulevard from Martin Luther King Boulevard to 76th Street from 6 p.m. Sunday to 6 a.m. Monday to deter cruising. The Department of Transportation will ban parking along the route during the 12-hour period. Parking enforcement officers will also be assigned to assist with traffic when needed.

* STREET CLOSURES: Approved the temporary closure of several streets from 6 a.m. to 7 p.m. on the weekends of Aug. 29-30 and Sept. 5-7 to celebrate the African Marketplace and Cultural Faire, sponsored by the city’s Cultural Affairs Department and community groups. Exposition Boulevard in the Crenshaw area will be closed between La Brea and Farmdale avenues.

HOW THEY VOTED: How Westside representatives voted on selected issues.

* REVITALIZATION: Approved an Interdepartmental Coordinating Committee to determine how the city can speed up the environmental review permit process for projects being rebuilt after the recent riots. Passed 12-0. Voting yes: Marvin Braude, John Ferraro, Ruth Galanter, Nate Holden, Michael Woo and Zev Yaroslavsky. Joel Wachs was absent.

* LOUD PARTY FEE: Asked the city attorney to prepare an ordinance that would impose a $175 charge on hosts of loud parties if police are called to the scene a second time. If a helicopter is used, the violator will be charged an additional rate of $8 per minute. Passed: 10-0. Voting yes: Braude, Galanter, Holden, Wachs and Woo. Ferraro and Yaroslavsky were absent.

* MINORITY CONTRACTORS: Approved a proposal requesting the state Department of Insurance to enact a policy to ensure that more minority contractors are hired for demolition and construction work in South Los Angeles rebuilding efforts after the civil disturbances. Passed: 10-0. Voting yes: Braude, Galanter, Holden, Wachs and Woo. Ferraro and Yaroslavsky were absent.
