MOORPARK : Handbill Ban for Parking Lots OKd
In an effort to reduce litter, the Moorpark City Council has banned the distribution of handbills in parking lots.
The council voted unanimously this week to revise its existing handbill ordinance to make it illegal for a person to place handbills on cars or to distribute them in any public or private parking lot.
The existing ordinance already bans the distribution of handbills on public streets, but doesn’t apply to parking lots.
Under the revised ordinance, which will become effective in the summer, any illegal distribution of handbills will be punishable by a fine of $50 for the first offense and $100 for a second offense, Ventura County Sheriff’s Sgt. Marty Rouse said.
The ordinance applies only to commercial handbills that advertise goods or services, not to flyers that announce meetings or provide information not related to a business.
The revised ordinance also bans the distribution of any handbills, commercial or otherwise, on cars parked on private property, such as a residential driveway.
