A 23-year-old Simi Valley man was arrested Sunday morning on suspicion of drunk driving and felony hit-and-run shortly after his pickup truck hit a parked dump truck, leaving a passenger with serious injuries, police said.

Estuardo Paraizo turned right from Harold Avenue onto Elizondo Street just before 4 a.m. and smashed into the parked truck with enough force to rip the pickup’s roof off, Simi Valley Police Traffic Officer Paul Nolan said.

Paraizo fled the scene on foot, while his passenger, Victor Sivin of Simi Valley, was left behind in the car with a fractured skull, Nolan said.

Simi Valley Police Officers Larry Twichell and Terry Burr administered lifesaving first aid at the scene, Nolan said.

Sivin remained in critical condition at Simi Valley Hospital on Sunday, according to a nursing supervisor.

Paraizo was apprehended a short distance from the scene of the crash and later was booked into Ventura County Jail, Nolan said.

Bail in the case was set at $5,000, said Ventura County Sheriff’s Sgt. Kenneth Warren, and an arraignment is set for 1:30 p.m. Tuesday in the Ventura County Hall of Justice.
