International soccer officials decided to replace the Commonwealth of Independent States with Russia in qualifying for the 1994 World Cup. The CIS represented the former Soviet Union at the World Cup draw last December and at last month’s European Championship, but the 12 former Soviet republics have asked for individual FIFA membership.
