NATION IN BRIEF : WASHINGTON, D.C. : Former General Is New Chief of FAA

Retired Air Force Gen. Thomas C. Richards was sworn in as the new chief of the Federal Aviation Administration. In a brief ceremony, Richards said the FAA must be “future-directed” to cope with increasing congestion in the aviation system. But he also acknowledged criticism from Capitol Hill and elsewhere that the effort to modernize air traffic control is behind schedule.
