LOS ANGELES : Proposal to Build Plant in South L.A. Advances

A city panel on Wednesday approved a proposal drafted by Councilwoman Rita Walters to require companies seeking $42 million in contracts for plastic garbage containers to build a plant in South Los Angeles.

Walters, chairwoman of the City Council’s Public Works Committee, developed the proposal after voters approved the city’s new “buy American” law June 2. The law will give California and Los Angeles County firms preference on bidding on city contracts, and establish a minimum domestic content level for city purchases.

Walters’ proposal aims to use the law to create jobs in her 9th District, which suffered nearly $200 million in structural damage during the Los Angeles riots--about 40% of the citywide total. The proposal is expected to be considered by the City Council within two weeks.
