LOS ANGELES : Council Reviews Plan to Create Police-Permit Panel

The City Council has begun reviewing a proposal to reduce the Police Commission’s administrative duties and give it more time to consider LAPD policies and procedures by creating a new panel to issue police permits.

The matter came up before the council’s Public Safety Committee on Monday and will be discussed again Aug. 24, said Glenn Barr, an aide to Councilman Marvin Braude, the committee’s chairman.

The Christopher Commission had urged creation of such a panel to free the police commissioners for weightier matters. Police permits are issued for items ranging from pool halls to parades to burglar alarms.

Under a proposed ordinance drafted by the city attorney’s office, the Police Commission would choose 10 civilians to serve on the panel. Cases would be heard by three of those civilians at a time. The commission would retain the right to review major cases.
