Unions Fail to Organize USAir: The United Steelworkers of America and the International Assn. of Machinists lost a vote to organize 8,000 USAir Group Inc. fleet service employees. Bob Callahan, assistant director of organizing for the steelworkers, complained that the National Mediation Board, which conducted the balloting, did a poor job of monitoring the voting at the 102 airports. The steelworkers union got 2,663 votes and the machinists union 1,131, for a total of 3,794. The unions needed 4,048 votes from among 8,095 eligible voters to establish union representation at the airline, based in Arlington, Va.
