Hughes Gets Russian Phone Deal: The first large-scale wireless residential telephone system will be installed by Hughes Network System in the Russian republic of Tatarstan, the company announced. The system will use technology similar to that used in cellular mobile telephones in the United States. The phones will transmit conversations to central receivers, which will then relay them through switching systems and satellites. Tatarstan, with 3.6 million people, is about the geographic size of Vermont and is located 500 miles east of Moscow. The $48-million contract is the first of what the company hopes is a large market in former Soviet Bloc and developing countries.
