Airport Manager Files Grievance
Torrance Airport Manager John (Jock) Cagaanan , relieved of his duties last week with pay, has filed a grievance against the city of Torrance to protest his removal, according to Cagaanan’s attorney, John Brydon.
Brydon, of Long Beach, said the city has never given Cagaanan a reason for removing him from the post.
“He (Cagaanan) didn’t know why, exactly, other than rumors,” Brydon said. He said the grievance was filed last Friday.
City Manager LeRoy Jackson said that the issue is a personnel matter and that he could not comment on it.
The city is continuing an investigation into whether there is any substance to reports involving Cagaanan and airport operations, according to city officials. A private investigator has been hired to investigate the reports, City Atty. Kenneth Nelson said.
It remained unclear whether the findings of the investigation will be made public.
Under the City Charter, Cagaanan could be reassigned with pay for up to 90 days.
