CITY COUNCIL

APPEAL DENIED: Denied an appeal by the Miracle Mile Action Committee that opposed a parking variance granted for construction of a senior citizen building at 404 Cochran in the Park La Brea area. The variance allows 14 parking spaces instead of the required 38 spaces.

APPOINTMENT: Approved the appointment of Samuel L. Williams to the board of telecommunication commissioners. Williams replaces Lance Drummond on the five-member commission. His terms ends June 30, 1997. Williams, who lives in the Hollywood area, formerly served as Police Commission president.

HOUSING EXEMPTION: Granted a hardship exemption from the West Adams-Baldwin Hills-Leimert development control ordinance to allow a property owner to build seven low-income, two-story multifamily housing units at 2307 W. 54th St. Also granted a hardship exemption to the same owner for the same number of units to be built at 2315 W. 54th St.

HOW THEY VOTED

LOAN LIMITS: Approved a proposal to push for changes in federal regulations to allow owners to borrow up to $500,000 from the Small Business Administration to restore any business damaged in the recent riots. Under current regulations, owners can borrow a total of $500,000. Passed: 14-0. Voting yes: Marvin Braude, John Ferraro, Nate Holden, Mark Ridley-Thomas, Michael Woo and Zev Yaroslavsky. Ruth Galanter was absent.

WATTS TOWERS: Approved a motion to close Graham Avenue between 108th Street and Santa Ana Boulevard on Sept. 26 and 27 for the Simon Rodia Music and Art Festivals at the Watts Towers Art Center. Passed: 10-0. Voting yes: Braude, Ferraro, Holden, Ridley-Thomas and Woo. Galanter and Yaroslavsky were absent.

LOW-INCOME HOUSING: Approved spending $3.2 million to buy and rehabilitate the Alvarado Building at 1111 S. Alvarado Street for low-income housing. Passed: 10-0. Voting yes: Braude, Ferraro, Holden and Woo. Galanter, Ridley-Thomas and Yaroslavsky were absent.

COMING UP AT CITY COUNCIL

CLEANING SIDEWALKS: The council will discuss on Friday an ordinance to allow money raised from parking meters to be used to clean and maintain city sidewalks.
