Scrutinizing Proposal to Amend City Charter

Arcadia residents are being asked to vote on Sept. 15 in favor of a bond issue to renovate our city schools. This is a commendable project and should be supported by all who vote.

To make it possible for the school district to place this bond issue before the voters, it was necessary for the city to call the election for the amendment of the City Charter. The plan was to place some innocuous issues before the voters.

If you look at the list in your ballot you will see that all but one of the propositions is truly innocuous. But one is a bombshell. It reduces the vote to pass a resolution before the planning commission to a majority of the quorum.

The planning commission consists of five members. A quorum is three members. Under the proposed amendment, two votes can decide a vital property or zoning matter. I believe that this sacrifices the protection of the public for the convenience of city government. We recommend that you vote no on the proposal to amend the City Charter.
