City Moves to Limit Number of Units in Lance Court Project

Despite protests that the city is breaking its word, the City Council tentatively approved a proposal Tuesday to halve the number of housing units that can be built on a 2.2-acre property.

The council voted 3 to 2 to reduce to 15 the number of units allowed on the vacant site on Lance Court, a cul-de-sac off Las Vecinas Drive. Proponents of the measure said it will bring the zoning of the property in conformance with the General Plan, the city’s wide-ranging blueprint for development.

Dissenting, Councilman Charles H. Storing argued that the city agreed in 1973 to allow the property owner, Jolene Frazier, to develop 30 units on the land in return for the installation of sidewalks, gutters and masonry walls.

“I think the city has a moral obligation to live up to what we squeezed out of her 19 years ago,” Storing said. “An agreement is an agreement.”

Councilman Manuel Garcia also opposed the zone change.

The council is scheduled for a final vote Sept. 22.
