SISTERLY LOVE: The Orange Police Department has two cruisers which--with more than 85,000 miles--it needs to retire. So Chief John R. Robertson wanted to donate them to Orange’s sister city, Queretaro, Mexico, which could really use them. But Monday night, the City Council, by a 4-1 vote, said no. . . . “It’s the principle,” explains Councilman Mike Spurgeon. “In these times of budget constraints, we shouldn’t be giving things away.” The police will sell the cars instead.
