NBC News on Sunday presents a 90-minute edition of “Today,” which re-examines the savings and loan scandal. Garrick Utley anchors at 6 a.m.(4)(39).

Vice President Dan Quayle will be the guest on “This Week With David Brinkley,” Sunday, 10:30 a.m. (10); 11:30 a.m. (7)(3).

The special “In Peril on the Sea” examines the poisoning of the oceans and focuses on the history of Santa Monica Bay, Sunday, 5 p.m. (2).

And the election, the economy and Congress will be popular topics on the public affairs programs.

On a lighter note, new network programming includes the premieres of kids’ shows on NBC and ABC.

NBC’s (4)(36)(39) cartoonless lineup includes the return of “Saved by the Bell,” 9 a.m. and the new “California Dreams” at 9:30 a.m.

ABC (7)(3)(10)(42) counters with “Goof Troop,” 9 a.m.; “The Addams Family,” 9:30 a.m. and “A Pup Named Scooby Doo,” 11 a.m.

Two new comedy series premiere on Sunday--CBS’ “Frannie’s Turn” at 8 p.m. (2)(8) and Fox’s “Flying Blind” at 10 p.m. (11)(6).
