LAGUNA HILLS : Ordinance Passed on Graffiti Removal

Under a new ordinance, the city will cover the costs of graffiti removal and will only bill property owners who do not cooperate with cleanup efforts.

About $48,500 was set aside in the budget to pay for graffiti removal on a 4-0 vote of the council, which also established a $1,000 reward for anyone turning in a graffiti vandal.

Under the law, the city will not charge to remove any graffiti on public or private property that can be viewed from the street or other public place.

If the owner does not cooperate, the city will declare the graffiti a public nuisance, remove the graffiti and bill the owner.

The council also authorized city staff to look for a contractor to remove graffiti. Bid forms will be sent to several companies, and city officials will be looking at competitive pricing and the firm’s ability to respond quickly to graffiti problems.

Under a separate resolution, the council also established a $1,000 reward for tips that lead to the arrest of graffiti vandals.
