J. C. Penney Plans Mexico Stores: J. C. Penney Co. said it will open five stores in Mexico in the next four years. Three stores will be in Mexico City, one will be in Monterrey and one in Guadalajara. A spokesman said the Dallas-based company is “actively exploring other locations in Mexico.” The retailer has enjoyed strong sales in Texas markets that border Mexico, including San Antonio, Brownsville and El Paso.
