VENTURA : City to Negotiate New Waste Contract

The Ventura City Council has voted to enter into negotiations with longtime city trash hauler E.J. Harrison & Sons Inc. for a long-term contract to handle Ventura’s trash and recycling.

The city hopes to negotiate a five- to 10-year contract, which is worth $9.1 million annually. That would allow the company to apply for long-term financing from a bank, said Steve Chase, the city’s environmental coordinator.

Rubbish Control, a rival garbage hauler, protested at Monday night’s council meeting that the city is giving E.J. Harrison a monopoly.

“It doesn’t look good . . . to be awarding a 10-year contract on a non-competitive basis,” said Tom Malley, attorney for Ventura-based Rubbish Control.

E.J. Harrison & Sons Inc. has been hauling Ventura’s trash for six decades. The Ad Hoc Waste Committee reviewed reports and questioned representatives from E.J. Harrison and Rubbish Control before selecting Harrison, Chase said.

Six trash haulers were asked to participate, but only two showed interest, he said.

Rates and service are not expected to change, said Councilman Gary Tuttle who heads the waste committee.

The council is scheduled to award the contract in early 1993, and the agreement will go into effect July 1, 1993.
