JUST A TEST: It’s billed as “the new age in digital entertainment.” Philips Consumer Electronics is test-marketing Compact Disc-Interactive players and discs at 24 Blockbuster Video stores in Orange County. . . . Combining digital audio with graphics and animation, the system lets viewers interact with the screen. So far, 65 titles are available, including a golf game--complete with sound effects. Rental: $9.95 for machine; $3 for tapes.
