Although I applaud the charter school idea (“Governor Signs Legislation to Allow Charter Schools,” Sept. 22), we must not forget to read the fine print: at most, 100 charter schools operating in California in any one year (as opposed to at least this many new ones opening each year), assures that the current legislation will have no real impact.

It only allows (author of the legislation) state Sen. Gary K. Hart (D-Santa Barbara) and others to pretend that they are working to rid the system of overbearing and detrimental bureaucracy while avoiding genuine progress. With Los Angeles Unified School District having 550 schools by itself--even my own Pasadena school district has 30 schools--this new legislation can only be a very small drop in a very large bucket.

Bring on the voucher initiative (June 1994)!
