World IN BRIEF : WASHINGTON, D.C. : Senate Clears Way to START Approval

The Senate cleared the way for ratification of the Strategic Arms Reduction Talks treaty, crushing efforts by a few Republican conservatives to scuttle the historic pact that would slash the nuclear arsenals of the United States and the former Soviet Union. After voting 87 to 6 to halt a filibuster against the treaty, the Senate defeated 83 to 16 an amendment delaying its taking effect.
