SPARE A CALL: A Santa Ana group wants to erase Orange County’s dubious title as the unofficial capital of telemarketing and charity fraud. Officials of Charities for Truth in Giving say the county’s 31 cities now support a countywide ordinance requiring charities to be registered with a central agency. . . . Some advice to donors: “Put your emotions on hold and verify who’s really going to benefit from your goodwill,” says Bonnie Gilman, the group’s coordinator.
