VOYAGE IS OVER: Lucia De Garcia, president of Elan International, a Newport Beach marketing firm, said Wednesday’s symbolic ceremony reaffirming the North American Free Trade Agreement a “historic moment for Latino people.” . . . De Garcia was one of the Latino business leaders who worked with George Bush on details of the agreement with Canada and Mexico. She notes that it comes in the 500th year after Columbus’ voyage. Says De Garcia: “For us, the voyage is finally completed.”
