Bell Atlantic to Test Dial-Up Movie Service: The telephone company in the mid-Atlantic states said up to 400 of its employees in Virginia will evaluate a “video-on-demand” service allowing them to call up a movie on their telephone for playback on their television sets. If the experiment is successful, the phone company said it could begin offering the service to customers as early as 1994. Video-on-demand services from phone companies, which were given a big boost in a July ruling by the Federal Communications Commission, are viewed as a potential serious threat to cable TV programming.
