* HOLLYWOOD SIDEWALKS: Approved using special parking meter and Community Redevelopment Agency funds for maintaining sidewalks in the vicinity of Hollywood Boulevard and Vine Street in Hollywood.

* SANTA MONICA BAY: Approved spending $225,000 to study the effects of discharges of pollutants into Santa Monica Bay and to find ways to reduce the discharges and improve the quality of storm water runoff.

* RIOTS: Failed to pass a proposal by Councilman Michael Woo to have Police Chief Willie L. Williams immediately report to the council on the Police Department’s current riot response plan. Instead, the council voted to send the proposal to council committees for discussion.

HOW THEY VOTED, How Westside representatives voted on selected issues.

* SETTLEMENT: Approved spending $75,000 to settle a lawsuit brought by two women who claimed they were falsely arrested and their civil rights violated by police in February, 1987, after an employee of a jewelry store accused them of stealing a ring. The district court held the city liable as a result of an unconstitutional strip search of Annise Fuller and Roshaun Fuller. Passed: 14-0.

VOTING YES: Marvin Braude, John Ferraro, Ruth Galanter, Nate Holden, Mark Ridley-Thomas, Woo and Zev Yaroslavsky.

* TRANSIT MONEY: Approved a request to submit an application to the federal government for $1.5 million to be used in a pilot program that would allow neighborhoods to develop their own transportation system within the community rather than depending on the public system. Passed: 13-0.

VOTING YES: Braude, Ferraro, Galanter, Holden, Ridley-Thomas, Woo and Yaroslavsky.

* POLICE BOARD OF RIGHTS: Approved a recommendation by the chief of police that “any adult citizen” can serve as the civilian member on the Police Board of Rights. The Police Commission would select the member. Proposition F requesting that a civilian be appointed to the board was passed by voters in June. Passed: 13-0.

VOTING YES: Braude, Ferraro, Galanter, Ridley-Thomas, Woo and Yaroslavsky. Holden was absent.

* GRAFFITI REWARD DONATIONS: Approved accepting $10,000 donations each from the Patrick Media Group Inc. and Gannett Outdoors to be used in the city’s graffiti reward program in which citizens receive $500 for turning in vandals. Passed: 13-0.

VOTING YES: Braude, Ferraro, Galanter, Ridley-Thomas, Woo and Yaroslavsky. Holden was absent.

COMING UP AT CITY COUNCIL

* RECYCLING: The council is scheduled to discuss an ordinance Friday that will encourage the city to purchase products and supplies that contain at least 25% recycled materials and are determined to be of high quality and that do not exceed the cost of similar non-recycled products by more than 10%. The measure is designed to increase the use of recycled products.
