Torrance Propositions on Clerk, Treasurer

To be elected as a city official in Torrance, one needs a well-known name, generous friends, and a skilled political adviser. Once elected, one’s job is safe for several years.

To be appointed as a city official requires primarily a good resume that shows appropriate education and experience. To ensure that a city official does a good job, his job output should be obvious to various concerned, active, officially responsible persons. And his tenure should be subject to early termination if he fails.

In respect to the city treasurer and city clerk, Propositions W and X recognize these desirable factors, and implement them as clearly as is appropriate in a City Charter. Without these amendments, Torrance will occasionally be lucky filling in these offices, occasionally unlucky.

The Blue Ribbon Committee recommended that these amendments be put on the ballot. We were unanimous in proposing that the two positions should be appointed. I urge a Yes vote on Propositions W and X on Nov. 3.
