NEW LINES TO ASIA: AT&T; on Wednesday became the biggest American company to reach out and touch Vietnam. An agreement was reached that will mean its first direct phone links to Vietnam since the war ended in 1975. . . . Callers from Vietnam, starting today, can call collect. The Vietnamese community here hailed the agreement. Says 60-year-old Ngo Thi Dau of Huntington Beach: “I am so happy to hear this. I have so many relatives at home, and I have so much to talk about.”
