Massive Job Creation Effort Planned: The government said it will reallocate $121.8 million to programs aimed at quick job creation. Treasurer John Dawkins said the spending will create 20,000 jobs. The announcement came after Australia reported that unemployment in October surged to 11.3% from 10.8% in September--the highest since the government began keeping statistics after World War II. The ruling Labor Party wants to reduce unemployment before it calls national elections, which must be held by mid-1993. Dawkins said the money for job creation will come from diverting $103.8 million from rail improvement programs and $16.6 million from electricity programs.
