CITY COUNCIL

A summary of selected Los Angeles City Hall actions affecting the Westside in the last week.

AIRPORT SURVEY: Approved the selection of Applied Management and Planning Group, a consulting firm, to conduct an industrial, economic and administrative survey of the Department of Airports. The City Charter requires that a survey be made every five years of the business and property of the Department of Airports, which includes LAX.

PARKING RESTRICTIONS: Approved a proposal restricting the time non-residents can park in a residential community in the Melrose area. Non-residents cannot park from 6 p.m. to 8 a.m. daily and are restricted to two hours between 8 a.m. and 6 p.m. The area generally includes Santa Monica Boulevard on the north, Melrose Avenue on the south, La Brea Avenue on the west and Cahuenga on the east.

SEX AND RACE HEARINGS: Approved a proposal to schedule hearings to collect testimony about past and present racial and gender discrimination and its impact on city contracting and subcontracting. Councilmen Michael Woo and John Ferraro presented the proposal.

REDUCING CITY SERVICES: In an effort to help reduce a projected $71-million budget deficit, Councilman Nate Holden has introduced a proposal asking city administrators to produce a plan for consolidating or eliminating services and trimming employees. “A major element in downsizing operations must be the reduction of staffing, including management, to levels which the city can afford,” Holden said.

HOW THEY VOTED

How Westside representatives voted on selected issues.

CIVIL UNREST: Approved acceptance of $2.9 million in federal funds to conduct the Los Angeles Civil Unrest Project. The money will be awarded to public and private agencies to provide job training and employment for residents affected by the spring riots. Passed: 11-0.

VOTING YES: Marvin Braude, John Ferraro, Nate Holden, Mark Ridley-Thomas, Michael Woo and Zev Yaroslavsky. Ruth Galanter was absent.

HOMELESS ENCAMPMENTS: Approved a proposal to speed up the cleanups of homeless encampments. Officials are to report to the council within 30 days with a homeless cleanup authorization policy. Passed: 11-0.

VOTING YES: Braude, Ferraro, Holden, Ridley-Thomas, Woo and Yaroslavsky. Galanter was absent.

GAY RIGHTS MARCH: Approved a proposal supporting the Lesbian, Gay and Bi Equal Rights and Liberation March on Washington planned for April 25. Passed: 10-0.

VOTING YES: Braude, Ferraro, Holden and Ridley-Thomas. Galanter, Woo and Yaroslavsky absent.

COMING UP AT CITY COUNCIL

SETTLEMENT: On Friday, the council is expected to discuss spending $600,000 as part of a settlement in a lawsuit alleging that the Police Department discriminated in promotions of minority officers. The money will be used to train officers in how to be successful in taking written and oral examinations for promotions.
