Man Fleeing Police Killed When He Crashes Car : Law enforcement: Six have died and 13 have been injured in pursuits in less than two weeks. Many were victims caught in middle of the chases.

A man fleeing police was killed early Thursday when his car plowed into another vehicle in Carson, authorities said. The collision left two people in the second vehicle injured.

It was the fourth time in 11 days in the Los Angeles area that a police chase resulted in death or injury.

Six people have been killed in the incidents, including a toddler and three others traveling in cars caught in the middle of the chases. The injured include 10 people not involved in the chases and three criminal suspects.

The four incidents have occurred after dark and involved suspects running red lights or stop signs.

In Thursday’s crash, Los Angeles police officials said there was no evidence that the officers broke departmental rules during the pursuit. But they said the case is still under review.

“Field officers are encouraged and trained to break off a pursuit when they create more danger for the community,” said LAPD Lt. Charles Kunz. “It’s a judgment call. Do you quit now and turn away and ignore the crime. In this case, late at night and the traffic is light, you might want to hang on.”

In the incident Thursday, police said Sergio Torres, 22, ran a red light as he fled officers, plowing his car into a vehicle making a turn at Torrance Boulevard and Figueroa Street in Carson.

The chase began about 2 a.m. in Los Angeles after officers heard shots and saw Torres with a gun in his car outside the La Zona Rosa Bar on West 41st Street, Kunz said. Torres sped off south on Figueroa after being approached by officers, reaching speeds up to 70 m.p.h., Kunz said. The chase, he said, covered 11 miles in 9 minutes.

At Torrance and Figueroa, Kunz said, Torres struck a car driven by Kelvin Alford, 21. Alford and his passenger, Norma Escovedo, 23, suffered multiple injuries. Both were listed in serious condition at Harbor-UCLA Medical Center.

In Pasadena, where a police pursuit Tuesday night ended with the death of a Monrovia teen-ager, officials are investigating whether officers broke any rules. “We will review all of the details of this tragedy and determine whether or not our personnel acted appropriately,” said Lt. Wayne Hiltz of the Pasadena Police Department.

In that incident, officers in patrol cars and a helicopter were chasing four men in a 1978 Cadillac when the sedan slammed into another car after it exited the Foothill Freeway. Killed was German Basulto Jr., 17, who was on his way to buy a typewriter ribbon at a store three blocks from his home. Three suspects received minor injuries.

The driver of the Cadillac, Derek Johnson, 31, has been charged with second-degree murder in the youth’s death and with evading arrest.

No officer misconduct has been found in the two other incidents.

On Nov. 7, three people, including a suspect and a 1-year-old girl, were killed during a chase that ended with a collision at an intersection in Hawthorne after the driver of the fleeing car ran a stop sign. Two others were injured in the accident, which Hawthorne police said occurred seconds after the chase began.

On Sunday, a 19-year-old man was killed in West Hollywood when a car fleeing Los Angeles County sheriff’s deputies plowed into his vehicle. Six others were hurt.
