Mortgage Rates Unchanged: Thirty-year fixed-rate mortgages averaged 8.32% last week, unchanged from the previous week, according to a national survey released by the Federal Home Loan Mortgage Corp. At 8.32%, rates are the highest since they averaged 8.48% during the week ended June 26. On one-year adjustable-rate mortgages, lenders were asking an average initial rate of 5.32%, up from 5.20% last week. The rates do not include add-on fees known as points.
