A generous lease proposal vital to the deal that kept the Giants in San Francisco is bothering some city supervisors and officials of the San Francisco 49ers. Supervisors Terence Hallinan and Carole Migden are urging caution as the board considers the $1-a-year lease proposal that also would give the Giants’ incoming owners all parking revenue and a share of concession profits.

The 49ers, who have a $2.5-million-a-year lease through 1999, are concerned that the deal takes away money from a stadium improvement fund.
