Many observers say that Mr. Bush--with the coordination of the President-elect--may lift the U.S. trade embargo (on Vietnam) before leaving the White House. This would relieve Mr. Clinton of any difficulty, since he was anti-war.
It is becoming clear that the United States will speed up normalization with Vietnam, not only because of pressure by U.S. capitalists who want to do business with Vietnam or the yielding of Vietnam to U.S. demands in solving the MIA/POW issue. This gesture has a more important scope--the security and stability of Asia.
